I was quite guilty of #1 years ago, back when small, centered inline frames were the go-to design of Geocities citizens such as 14-year-old me Because of the size constraint, we really pushed the readability limit to 7-8px font size. Thank goodness the website catered to cartoon teen fans, so we didn’t get much crap about it. I highly suspect we were responsible for the eyesight problem of these folks a little later on in their lives.
